SpagoBI supports the eGovernment Intelligence for Local Public Administrations

Good government administrators manage local resources not only to deliver quality services to citizens, but also to stimulate the overall growth of the territory under their jurisdiction. Moreover, in case of ICT policies, various technological and social factors come into play. This kind of situations require the support of a simple solution able to face and solve complex issues. SpagoBI has experienced the following success story at an Italian local public administration: Regione del Veneto.

In collaboration with “Ca’ Foscari” University of Venice, Regione del Veneto has used SpagoBI suite to realize an operational cockpit for the eGovernment Intelligence solution, which was developed by the eGovernment Complex Unit of its Information System Division, which is committed to actively promoting the innovation process in the Italian public administration.

The proposed model of innovation is based on the Plan-Do-Check-Act paradigm and brings the common Competitive Intelligence methods into the Public Administration. This model aims at supporting administrators in decision-making processes. In fact, they are to identify the most suitable political actions to be undertaken on the territory and decide how to allocate the available resources in order to meet the needed improvement objectives, in compliance with the local development needs.

This system follows an iterative cycle aiming to:

  • define the intervention policies
  • monitor the results of the actions
  • carry out environmental impact assessments
  • collect and analyze the available information, in order to define future activities for the improvement of politics and actions.

The tools supporting these processes are known as webbots, wrappers, scrapers and spiders. They allow to collect the information needed to analyze the effects of the adopted policies on the society. These programs are able to surf the net and databases in a completely autonomous way, in order to extract the convenient indicators.
These tools have been integrated into a cockpit realized through SpagoBI, which has provided not only its analytical tools, but also its Location Intelligence engine, which has allowed the realization of a geo-referenced data representation system, in which the indicators are represented on a geographical map. Thanks to this solution, the local government administrators can monitor the situation of the territories under their jurisdiction in an immediate way.
